An authenticated operator clicks Deploy Now. CICDee creates a deploy request and release record, builds a generic payload, calls Windmill, then stores status and redacted output.
The payload keeps legacy HEL-1 fields such as site_root, repo_url, branch, and health_url, with additive hooks for the next runner version.
